Dorothy Okotie, the teenage pregnancy co-ordinator for the south London borough, commissioned the report, Working with Boys and Young Men.
It concludes there are several "excellent examples" in relation to work with boys and young men in the borough, but a lack of funding could threaten the Boyhood to Manhood project and the Newpin Young Fathers' Support Centre.
Other issues raised in the report include the importance of making services more accessible to young men and young fathers.
Okotie said: "Establishing more father-friendly services is about transforming perceptions about men and about fathers, and about making minor changes within organisations."
Council leader Nick Stanton said: "There is a paradox within the system that means young fathers and their needs are invisible. Many organisations do not see a demand for services for young fathers, so services remain inadequate." There will be a feature on teenage pregnancy in Northern Ireland in YPN's 11 June issue.
