At the Labour conference in October, Gordon Brown said familyintervention projects would be extended to target the 50,000 "mostchaotic" families.
But some of the cash to pay for these proposals will be channelled outof existing YOT prevention work budgets.
Lorna Hadley, vice-chair of the Association of Youth Offending TeamManagers (AYM), said 16,000 will come out of her budget in Newhamin the next financial year.
It will either come out as cash or "payment in kind", which can involvestaffing resources being transferred to other services.
She said: "I don't have a free lump sum of money so my parenting workeris now going to the FIP and work for them. We will have to find someother way of doing statutory pieces of work."
