In the year up to September 2007, almost 43,000 girls under 18 in England and Wales became pregnant - 1,000 fewer than in 1998 and at least 1,200 more than in 2006.
On average, 42 in every 1,000 girls became pregnant compared with 40.9 in 2006.
Jill Kirby, director of the think-tank Centre for Policy Studies, described the increase as "very worrying".
The UK has the highest teenage pregnancy rate in Europe.
