THE CHALLENGE
The move towards local authorities commissioning services from the voluntary sector presents challenges to voluntary organisations. Last year, Lancashire's three umbrella voluntary youth organisations realised the need to pool their strengths rather than compete for contracts, thereby improving their offer to the local authority while maintaining their independence.
THE SOLUTION
The chairmen and senior officers of Lancashire Youth Association, Lancashire Association of Clubs for Young People and Lancashire Council for Voluntary Youth Services came together last spring to form a "change group" under an independent chair. Graham Whalley, chief officer of Lancashire Youth Association, says: "It was important for each organisation to recognise the neutrality of the change group."
