Lord Laming's The Protection of Children in England: A Progress Report gave 58 specific recommendations on how frontline children's services could improve the quality of practice.

The government accepted all the recommendations and published The Protection of Children in England: Action Plan - The Government's Response to Lord Laming, which set out its future commitments.

This consultation looks at revisions to the guidance Working Together to Safeguard Children, and addresses 17 of Laming's recommendations. The draft guidance clearly states that children's services professionals must express any concerns to local authority children's services in all circumstances where they believe a child may be suffering or is likely to suffer from significant harm.

Local safeguarding children boards (LSCBs) should keep reviewing the sources of referrals to children's social care services, monitor the action taken in response and feed back to whoever made the referral. As part of children's trust arrangements, LSCBs must also ensure that all staff who work with or have contact with children are trained appropriately in normal child development so that they can recognise potential signs of abuse and neglect.
