The agency made the proposal in its submission to the Department for Education and Skills and HM Treasury's joint policy review on children and young people. The findings will inform next year's Comprehensive Spending Review. The NYA proposes three workforce initiatives, including an apprenticeship scheme to recruit young youth workers.
"Commercial sponsorship for a national scheme could be sought from some of the key retail outlets that target the youth market; or companies with a high profile locally could contribute to a more localised scheme in collaboration with the local Learning and Skills Council," says the submission.
The NYA also proposes establishing an advanced practitioner role and a training programme for middle managers. It stresses the need for there to be one youth worker for every 400 young people.
