Councils have begun to rein in the spiralling cost of placing children with special educational needs outside their area, according to latest figures.

Despite more children now being placed outside their local area in independent and non-maintained special schools, the increase in costs has been reduced, according to Regional Partnerships, which represents local bodies and councils involved in special educational needs provision.

Its fifth annual report showed that the number of placements per 100,000 children and young people rose from 81 in 2006 to 85 in 2007. But overall spending rose by just 5.8 per cent during the same period, significantly down on the increase of 13.3 per cent between 2005 and 2006.
