A report from the Special Educational Needs Regional Partnerships reveals the average cost per place has risen by nine per cent this year, compared to 16 per cent last year. Data from this report enables local authorities to compare performances.
Jean Salt, president of the National Association for Special Educational Needs, warned that councils could be stuck between a rock and a hard place since their budgets were not bottomless.
"Local authorities have to look very closely at their budgets, but if they have placed a child out of county this presents a dilemma because you can't suddenly pull it away," she said.
