Key questions were to be posted on the Welsh Assembly Government web site as Young People Now went to press, with responses due by 4 October.
The assembly government is keen to hear from young people, as well as the youth work sector.
The questions cover general principles for youth services, such as their aims, the resources necessary, where youth work should be delivered and ways to ensure universal provision. Respondents will also be asked if there are any other areas they think should be covered.
Tim Opie, policy officer for youth at the Welsh Local Government Association, said questions had been raised about whether the strategy should cover "youth services" or "youth work". The original announcement said it would cover services, and it was decided to keep to this remit, looking at both the statutory and voluntary sector.
