The youth service chiefs expressed concern about the move's impact on youth services.
Jim Humphreys, chair of the Association of Principal Youth and Community Officers for Wales, said: "We want the youth service to have a strong representation in youth support services. But if the proposal goes ahead, we will have to find a way to work with the new department."
The Welsh Assembly Government has already set up Cywaith, a new arm of the youth and pupil participation division designed to replace the agency.
But about 80 people have signed a petition opposing the plans. Petition organiser Bert Jones, a youth work lecturer at the University of Wales Institute in Cardiff, said: "There was a Community and Youth Workers' Union meeting last week and there was a lot of anger."
