Wales seeks control of youth jails

The size of the Youth Justice Board (YJB) could be set to shrink after it emerged the Welsh Assembly Government is considering the possibility of taking control of the youth secure estate within its borders.

The nationalist Plaid Cymru party, which forms a coalition Welsh government alongside Labour, is keen to devolve the responsibility for youth justice, and a paper on the issue has gone before the cabinet.

Meanwhile, the Communities and Culture Committee of the National Assembly for Wales is also looking into the matter.

Support in Wales for such a move appears strong, although it would need to be rubber stamped by the British government to go ahead.

The YJB has said it does not take a stance on the debate, stating that it is down to government to set policy parameters.

Howard Williamson, professor of European youth policy at the University of Glamorgan and a former board member of the YJB, believes devolution should take place eventually, but argues now is not the right time for it to happen.
