Gloucestershire County Council launched the online school last week. It will provide education for around 400 pupils and aims to narrow the attainment gap between children in care and other young people.
Uniquely for a virtual school, it will have a school council that will work closely with a virtual headteacher, who has a direct relationship with headteachers at the children's real schools.
Jessica Levene, School Councils UK's training manager, said it would help identify issues that hamper the achievement of children in care. "Young people on the school council will communicate with children across the county, providing a forum to talk about issues that are blocks to their learning," she said.
