Unison said the report by Susan O'Brien QC was unfair to some witnesses, who gave evidence voluntarily without legal representation but were questioned in a combative way and given no opportunity to comment on allegations made about them by others.
"It would be irresponsible for us as a trade union to advise our members to voluntarily assist any such inquiry in future," said John Stevenson, secretary of Unison's Edinburgh branch.
