The Commons Constitutional Affairs Select Committee has been collecting evidence to feed into the compensation bill, which has been wending its way through Parliament since last November.
Derek Twine, chief executive of the association, told the committee that 92 per cent of 1,100 adult volunteers surveyed in December felt that risk-aversion was affecting the range of activities being offered to young people. Sixty-nine per cent agreed that a fear of being sued led to difficulties in recruiting volunteers.
The bill, which went into the House of Lords in December, is awaiting a date for return to the Commons.
