Phil Champion, spokesman for residential care coalition the Children's Services Development Group, said trusts need to commission services around individual children's needs and react to change.
"It's about services being able to use resources flexibly to meet the individual's need - and if that changes they can be flexible," said Champion, who is principal for central services at social care provider Hesley Group.
He said that while some services are starting to work closer together, there needs to be better relationships between commissioners and more openness between all people involved.
