Beverley Hughes, the minister for children and young people, told Young People Now: "As some councils are looking at the benefits of YOTs coming under the umbrella of children's trusts, more and more areas will be thinking about that as a necessary next step for them too.
"We knew when we were writing the Youth Matters green paper that this was happening. But we wanted to give local areas discretion about the detail of their local arrangements."
Camden Council is looking at merging its YOT with its youth and Connexions service (YPN, 27 September-3 October, p7).
