Six members of the UK Youth Parliament (UKYP) will be present at the handover, accompanied by Labour MP Dr Phyllis Starkey and Conservative MP Charles Hendry.
Transport is mentioned just once in the youth green paper but it was highlighted as one of young people's biggest concerns at the UKYP's annual sitting in July.
Campaigner Alex Farrow, 16, from Stroud, Gloucestershire, said: "Transport is an issue for all young people, whether it's getting to and from school or going out," After delivering the petition, the MYPs will meet a representative from the London Mayor's office to hear how it gave free travel to under-16s in the capital.
