The agency does not recognise NVQ Levels 2 and 3 as professional youth work qualifications.
It therefore hopes to provide a work-based learning qualification equivalent to the Diploma in Higher Education (DipHE).
Rachel Johnson, development officer at The National Youth Agency, said: "The Level 4 will need higher education academic input to ensure it can be compared in quality to the DipHE qualification.
"It is essential that the working group decides the criteria for production of a new Level 4 youth work qualification."
Johnson added the Transforming Youth Work Workforce Development Group and principal youth officers have suggested that progression from NVQ Levels 2 and 3 is now required.
