The agreement followed the publication of a report by the Association of Learning Providers showing a decline in recruitment of young learners, since the introduction of the education maintenance allowance to work-based learning in April (YPN, 16-22 August, p6).
The council will contract the association to recruit an expert for at least three months to travel to the providers reporting the most difficulties in recruiting and retaining young people.
Graham Hoyle, chief executive of the association, said: "We want someone on the ground within a couple of weeks."
