The East London Childcare Institute in Stratford, officially launched last week, aims to train 1,000 childcare workers over the next five years.
Courses are offered for childminders, nursery workers and teaching assistants.
Basic skills training for adult learners is also available. An estimated 25 per cent of the local community have significantly poor literacy and numeracy skills.
Parents are encouraged to sign up, with an on-site neighbourhood nursery providing 57 full-time childcare places. Around 120 part-time and out-of-school places are also available.
London mayor Ken Livingstone hoped the centre would "blaze a trail" for the rest of London and beyond.
The centre has been funded by a number of agencies, including the London Development Agency, the Learning and Skills Council and the Government's Neighbourhood Nurseries Initiative.
