The scheme would run as a 21st century version of national service to give 16-year-olds the chance to make "giant steps in their personal transition to adulthood".
Plans include a seven-day residential course to learn about teamwork before a four-week community involvement segment where young people will be allocated a placement to benefit their community.
Tim Loughton, the shadow children's minister, said the project's working groups were to meet earlier this week to discuss pilot projects.
