Tories criticise special needs structure

Local authorities should not be providing both special educational needs (SEN) assessments and services, the shadow children's minister has said.

Speaking at an event held by the Family & Parenting Institute event on Monday, Conservative MP Michael Gove said parents should be able to have an independent assessment of their child.

He told the Meet the Parents event: "We want assessments for SEN to be done outside local authorities. At the moment, because the local authority is doing two jobs that should be separate, it doesn't work.

"The test will be whether this government or the Conservatives can break the link. It will be expensive in the short-term but it will save a lot of stress."

Gove said local authorities could be more selective about who to provide care to, because they are doing both the assessment of and provision for children with SEN.
