Thresholds lead to a lack of support

Children are missing out on services because pointless thresholds prevent them accessing support, the head of children's services in Stockport told Aspect's annual conference.

Andrew Webb, director of children's services for Stockport, said numerous children who are in need of support do not meet the required level of vulnerability or deprivation to qualify for services. He claimed teachers pick up on problems but often feel unable to refer a child, unless he or she is in crisis.

"We have to meet the needs of children creatively," he said. "If we are going to prevent children with complex needs from ending up in a silo then we must drive a system which is commissioned around needs."
