These goals may not have changed dramatically, but the content and emphasis within them does appear to have altered. Spending Wisely explores what has been developed and established on these fronts, and the role of youth work within these initiatives, most of which outwardly focused on formal education. New Labour's youth policy development and its commitment to youth work, especially under the conditions of devolution and European-led initiatives, has been a story of both success and failures - or of hitting the targets while missing the point. This paper argues that the time has come to take stock of the contribution made by youth work and the youth service to the contemporary policy agenda for young people.
