The National Youth Agency: Integrated Capital Strategies

Aiming High requires local authorities to develop integrated capital strategies - aligning all the various sources of funding for capital spending on youth provision.

Workshop delegates welcomed the focus on capital spending and saw the pooling of money as an opportunity to bring about more coherent provision.

Among the challenges identified was the need to learn quickly about good design and how to develop the right balance of new build, refurbishment, mobile provision and incorporating young people's space into other buildings.

It was felt there is insufficient guidance for local authority youth services, especially around areas such as Building Schools for the Future. It was also felt that youth facilities should have a higher profile regarding Section 106 money.

The documentation around integrated capital strategies takes in the findings of Quirke Review on transfer of property to the third sector. Delegates saw advantages but agreed the criteria must be linked to young people benefiting.
