Charlie McConnell, Carnegie chief executive and one of the authors of the report, said: "In a world where attitudes to young people are shaped by media stories about a feral youth, unrestrained by ASBOs, it is unsurprising that we start to think only in terms of restraint and control when it comes to young people. Adults and society at large feel divorced from young people and have forgotten how to involve them equally in discussions."
