Enough of that - the point is that "needs-led" and "joined up" are key issues for railways and for youth services alike. Ofsted reports often say that services should do more work on needs assessment. The service works with its key partners including Connexions to identify needs and provision.It is this assessment that should drive the planning.
This quantitative assessment must be set alongside a local approach that involves young people explaining their needs and aspirations. This articulation should feed the youth work programme, but also provide valuable data for the service and its partners. A service that meets needs is an effective service.
