The National Youth Agency: Comment - Making competition work

According to a recent news report, competition in the postal system has not helped the average householder or small businesses. Large firms have done well - costs have reduced and services improved.

For the average person and small organisation, however, the service has not changed and costs have gone up. The report also said that universal services had suffered from the introduction of competition. The prescription was further intervention into the market, as the underlying assumption is that if we get markets right it will be better for all.

There will always be some parts of society that will struggle in a market arrangement. They will not have the resource, understanding, power or interest to engage. Like a number of young people. We need to learn from this as we progress into the world of commissioning.
