The National Youth Agency: Comment - Fault lines in the system

I had the daunting experience recently of speaking to local business managers about strategic planning, illustrated by services for children and young people.

They were less interested in the whys and wherefores of information sharing and safeguarding and more focused on how, in practice, delivery is secured in a large system and the associated risks are managed.

I took an approach based on dilemmas - I am fond of this way of organising ideas as it suggests that life is not so simple as to always provide clear answers. Often one finds oneself having to find a way between competing forces - for example, between designing an entitlement for all young people but only having limited resources. How is one to manage, and resolve, such a tension? Some classic problems come up again and again - in local practice, in the national system and in the private sector.
