The National Youth Agency: Comment - Gurus of our time

Mark Friedman, the American social policy analyst, has worked with a number of US states to develop and implement a new way of thinking. Instead of structures, or even targets, he puts outcomes first: he explores what the benefit will be to young people from any work and seeks to discover how they know what the benefit is and whether they think it is useful.

He then asks how we organise ourselves to deliver these benefits and, in turn, how we know we are getting it right.

This approach is now also happening in England. Ask colleagues in Portsmouth, Newcastle and Dorset for a start. Have a look at the Every Child Matters five outcomes framework. Think about the push in youth work to demonstrate outcomes. Think back to all the debate about data, its collection and use.
