Actually, I had become rather fond of 2003 and am starting 2004 a little anxiously. The departing year was rather good for youth work. We saw the first steps in implementing Resourcing Excellent Youth Services, the most important framework document for many decades. In it, the Department for Education and Skills set out a whole new architecture for the design and delivery of local youth services, with clear expectations expressed in a set of standards.
It was backed up with new money - and some of this even found its way to youth work and was not all shovelled into the ever-open maw of schools.
