The 2015 Report: Performance improvement

Child sexual exploitation (CSE) is far from new, but the critical understanding of grooming and the types of exploitative situations young people find themselves in is.

Ofsted's thematic review of CSE across eight local authority areas confirmed that leadership to tackle this agenda is underdeveloped.

It will be up to local safeguarding children boards to redouble efforts to hold partners to account for effective multi-agency working to prevent the onset of CSE through a range of services and interventions.

The second challenge is also linked to CSE. As part of Professor Alexis Jay's investigation into the problems in Rotherham, a sample of cases was reviewed and there were a number of common factors, including mental health. One-third of the girls exploited had mental health issues. We are finding increasing incidences of self-harm and suicides, and there have been calls for more investment in child and adolescent mental health services.
