The Department for Children, Schools and Families (DCSF) funds citizenship teacher training for schools, but more than half of the institutions that offer courses are struggling to recruit teachers.
Three training providers were unable to run citizenship teacher training because too few teachers signed up to their courses.
The report, Professional Development for Citizenship Teachers and Leaders, published today (26 February), found that schools gave little priority to citizenship training, even though the subject has been part of the curriculum since 2002.
It also found that two-thirds of course providers think DCSF funding is "insufficient", because it only covers training costs and doesn't account for the fact schools have to pay for supply teacher cover.
