At a behind-closed-doors meeting last week, the government unveiled a prospectus which sets out its plans for the £2.04m pilots of the controversial idea, which would see independent teams of social workers overseeing services for children in care instead of local authorities.
The pilots will examine the work of practices run by qualified social workers, voluntary organisations and private companies. The plan is the pilots' funding will be partially-based on the quality of outcomes for children in their care.
Junior children's minister Kevin Brennan said: "Social work practices will give social workers the freedom to provide much more personal care. But this is a new model and we need to test it rigorously."
