The strategy is launched next week by the Financial Services Authority-led Young Adults Working Group, which includes representatives from organisations including The Foyer Federation and the Department for Education and Skills.
The group has gathered evidence showing young people's need for money management skills, especially those not in education, employment or training.
Research by youth charity Kikass for Barclays Bank last year found young people find it harder to talk about money than sex.
The Financial Services Authority is looking for 10 large policymaking organisations to abs- orb pilot specialist training into their practices for evaluation.
