Social exclusion: Vulnerable over-16s failed by services

Transitions, the unit's interim report on adults with troubled lives, highlights the difficulties facing troubled 16- to 25-year-olds during the transition to adulthood and examines the effectiveness of support services.

The research cites lack of coordination between services as the biggest barrier to helping vulnerable young people, 98 per cent of whom have more than one need.

"Individuals can find themselves pushed from pillar to post on unpredictable and repetitive journeys around different agencies in a downward spiral of social exclusion," states the report.

The unit is now focusing its work on three areas: age boundaries, holistic services and the trusted adult, and thinking and behaviour.
