The Offender Management Bill would let the Youth Justice Board placeyoung offenders outside the secure estate in residential children'shomes.
A Youth Justice Board spokesman said: "This proposed change will allowsome children and young people sentenced to custody to be held in openconditions towards the end of their sentence, but only if it is judgedsafe to do so. This will help their rehabilitation and resettlement backinto the community."
Kathy Evans, policy director at The Children's Society, described thenews as an "important step forward". She said: "We will want to knowmore about how it will work as the Bill goes through Parliament, but itmight enable the Youth Justice Board to better protect children that arein custody but at high risk while there."
