In December 2005 the Commission for Social Care Inspection saidHartlepool Borough Council was serving some children well and rated itscapacity for improving children's services as "promising". The councilachieved two stars overall. Inspectors said that there were fewerlooked-after children in Hartlepool than in similar councils.
