The Protection of Vulnerable Groups (Scotland) Bill aims to ensureScotland meets all 31 recommendations of the Bichard Inquiry, whichfollowed the Soham murders. It proposes creating a single vetting andbarring executive agency for the first time by merging DisclosureScotland and the Central Barring Unit.
The Bill, which will also apply to vulnerable adults, will create a dutyof information sharing between agencies about children at risk andintroduce continuous updating of barred lists to alert employers.
Scotland's deputy education minister Robert Brown said the Bill wouldhelp professionals take "speedier action". It will also introduceindividual statements of barred status, which will allow self-employedpeople, such as private tutors, to prove they are not disqualified fromworking with children.
