Lord Laming's report into Victoria Climbie's death said clear lines of accountability were vital to prevent a repeat of the tragedy. But the commission's draft response to the Government's consultation on arrangements to safeguard and promote the welfare of children raises "significant concerns".
The commission is expected to agree its response to the draft statutory guidance, which sets out how section 11 of the Children Act 2004 should operate, at a board meeting today (15 June).
It says that the guidance is "unhelpfully silent" on the relationship between children's trusts and local safeguarding children boards, which leaves a "potential hole in the net that children could fall through". It also says the new role of safeguarding children's champions could be "unhelpful" and "cloud rather than clarify lines of accountability".
