Guardianship orders were included in the Children Act 1989 after expertssaid an alternative legal status was needed for children who did notwant to make the absolute legal break from their birth family associatedwith adoption, but wanted greater security than long-term fostering.
Unaccompanied asylum-seeking children, who need secure, permanent homesbut have strong attachments to their families abroad, are one groupexpected to benefit.
