The inquiry, which is to be carried out by chief medical officer Sir Liam Donaldson, was ordered in the wake of the case of Angela Cannings, who was cleared of murdering two of her children when expert evidence was ruled unsound.
He will look at how to ensure that expert witnesses really are competent and how best to remedy the shortages of paediatricians willing to take on the work.
Hodge also revealed the results of a survey by the Association of Directors of Social Services into English councils' review of current cases of children being taken into care and how they may be affected by the Cannings judgment.
