Ninety-two per cent of referrals are dealt with in 24 hours, and only a minority of children wait more than six weeks for their service to be put in place.
But a joint review by the Audit Commission and Social Services Inspectorate found that Wigan needed to strengthen its assessment and recording of children's needs, and to ensure all agencies are involved in their safety.
Wigan's director of social services, Bernard Walker, said: "The report suggests many areas in which we can improve. This will now be our priority."
