Lord Carlisle has started his six-month inquiry by holding meetings with Professor Rod Morgan, chair of the Youth Justice Board, Martin Narey, chief executive of the National Offender Management Service, and Phil Wheatley, director general of the Prison Service.
The advisory panel will assist him as he investigates the use of physical restraint, solitary confinement and forcible strip searching of children in prisons, secure training centres, and local authority secure children's homes.
Members sitting on the panel include NSPCC chief executive Mary Marsh, Roy Walker, chair of the Secure Accommodation Network, and Hilton Dawson MP.
