The NSPCC welcomes the report from Lord Carlile published by the Howard League for Penal Reform. The findings demonstrate a shocking discrepancy in the treatment of children in the British penal system.

The use of violence and force as a control or punishment on some of themost vulnerable children and young people in our society isunacceptable, and is in clear breach of the UN Convention on the Rightsof the Child. It is extremely disturbing that in this day and age it isdeemed acceptable to treat children with violence as a matter of course.Children should never be inflicted with pain in this way.

The NSPCC believes the Government should act on these recommendationsswiftly and ensure its own policy that every child matters includeschildren and young people in the secure estate. We cannot protect somechildren and let others down.
