The party's children's spokeswoman, Annette Brooke, told a fringe session at its conference in Bournemouth that she wanted to see housing given a core role on local safeguarding children boards.
The amendment may also call for a named person in social services departments to be in charge of liaising with district councils' housing departments.
"We need to do something in places where there is a two-tier structure," she said.
