Scout Association hails water victory

The Scout Association has welcomed the announcement of legislation that will allow water companies to operate concessionary schemes on water drainage bills.

Water regulator Ofwat had previously told water companies not to offer discounts to charities on drainage charges as it was discriminatory against other organisations, leaving many groups facing large hikes in water bills. The association has been campaigning for voluntary groups to be exempt from the so-called rain tax.
