The 100 Cub Scouts aged between eight and 10 met with their local MPs and environment minister Huw Irranca-Davies.
The Scout Association is campaigning against Ofwat's change in guidance to water companies, which will mean voluntary groups are charged for surface water that drains off their property.
The rises, which have already hit groups in north-west England, could see Scout water bills rise by an average of £500 a year.
A spokesman for The Scout Association said: "Ofwat is refusing to live up to its responsibilities as a regulator, and clear leadership is needed to break the deadlock.
"We hope the government will follow the lead given by the Conservatives in embracing a social tariff, which would allow Scout groups, churches and amateur sports clubs to pay a reasonable and affordable amount for their water bills.
"Until we have that guarantee, Scouts will continue to press for a social tariff and the reform of Ofwat's powers."
