SCOTLAND: Union leader slams restructuring plan

One of the proposals Edinburgh City Council is considering as a means of restructuring its children's services could cause major problems on the front line if implemented, a union chief has warned.

John Stevenson, the secretary of Unison's Edinburgh branch, said the creation of a department of education and children's services - one of four options being considered by council leaders - would lead to money being spent on "the bureaucracy of a restructure" at a time when it needed to be invested in front-line services.

In the council's budget, which will be approved on 12 February, the social services department said it would need an extra 6m just to stand still, he claimed.

But a major restructure had not been costed into the budget, Stevenson added.

The revamp should focus more on improving communication at a local level, he said.
