Scotland: Toolkit to measure policies' impact

Scotland's commissioner for children and young people has developed a toolkit to enable policy makers to assess the impact of decisions on children. It will also seek to ensure that legislation complies with the UN Convention on the Rights of the Child.

The children's rights impact assessment model includes a series ofquestions that can be used to check children and young people have beenproperly consulted before a decision is made.

Gillian Munro, information officer for the commissioner, said: "We hopeto promote this to the Scottish Executive and local authorities - wehope it will encourage policy makers to identify the impact (of theirpolicies).

Northern Ireland's children's commissioner Barney McNeany plans to adaptthe toolkit. Meanwhile, England's children's commissioner AlAynsley-Green is currently developing a method of screeningparliamentary Bills to analyse their impact on children and youngpeople.
